The word is immersion. There is no other means more effective, exciting, and sustainable than mastering a language and an understanding of a culture that by immersion in that culture. Far back in the Dark Ages of technology (around the 1970s), cultural immersion required a physical relocation of one's self into the geographical area that supports the culture. Second best was short-wave radio broadcasts in the language of interest and printed materials such as newspapers, magazines, and books.
